Sanville, respecting the application of the Chinese Passengers' Act to the Steamers of the Messageries Maritimes Company.
By my Despatch No. 144 of the 9th instant, I have very fully expressed my views on this subject, which are somewhat in accordance with those of M. Bavard.
However, I am not able to learn from the Acting Attorney General that Saigon (the Port at which all Messageries Maritimes Steamers call) falls within the list of places on proceeding to which steamers have to comply with the requirements of the Chinese Passengers' Act, 1855. The Agent here is now aware of that fact, and therefore, I do not anticipate that the French Government will press Her Majesty's Government to amend or revoke a Law under which the Steamers of the Messageries Maritimes Company would come on clearing from this Port on voyages manifestly exceeding 7 days duration.
